Dr. Eng. Karim Shahin is a senior government and energy policy expert with more than 15 years of professional experience spanning national strategic planning, mega-project management, energy transition, renewable energy, green hydrogen, water security, seawater desalination, climate action, and sustainable development. His career combines technical engineering expertise with high-level government advisory, policy development, strategic planning, project implementation, and international cooperation, enabling him to bridge the gap between policy ambition and practical delivery. Dr. Shahin currently serves as National Projects Adviser at the Egyptian Cabinet of Ministers, where he contributes to the follow-up, monitoring, evaluation, and strategic development of national priorities and major government projects. His work covers a wide range of strategic sectors, including renewable energy, green hydrogen, water and desalination, environment, maritime transportation, international cooperation, infrastructure, and other national development programs. He contributes to the development of strategic directions, policy recommendations, technical assessments, and implementation frameworks, while coordinating with ministries and governmental institutions to address challenges and accelerate the delivery of national priorities. A major dimension of his current role is supporting the formulation of policies and strategic visions related to energy, renewable energy, green hydrogen, water security, and desalination. He contributes to long-term scenarios and strategic roadmaps and supports the alignment of sectoral policies with Egypt's Vision 2030, the National Climate Change Strategy 2050, and the country's sustainable development priorities. His work also involves monitoring the implementation of major national projects and supporting senior decision-makers through evidence-based analysis and strategic recommendations. Dr. Shahin has been involved in several of Egypt's major energy and infrastructure initiatives, including renewable energy expansion, green hydrogen projects, the Nexus of Water, Food and Energy (NWFE) Program, Egypt's strategic seawater desalination program, and electricity interconnection projects. His experience also includes work related to the Suez Canal Economic Zone, major maritime infrastructure, environmental projects, and national development initiatives. He has contributed to the monitoring and evaluation of projects across more than ten governmental sectors, providing technical and strategic support to address implementation challenges and strengthen coordination among stakeholders. In parallel, Dr. Shahin serves as Consultancy and Development Manager at the National Training Academy, where he provides consultancy and advisory services in strategic planning, business development, organizational restructuring, institutional development, and digital transformation. Through this role, he works at the intersection of government transformation, organizational performance, capacity building, and strategic management, supporting institutions in translating strategic objectives into effective programs and measurable outcomes. His professional experience also includes extensive engagement with international organizations and development partners, including the European Union, GIZ and EBRD. He has contributed to renewable energy and energy efficiency programs, national renewable energy and energy efficiency action plans, green hydrogen initiatives, climate-related programs, and international cooperation projects. This experience has provided him with a strong understanding of international development frameworks, stakeholder coordination, technical assistance, knowledge transfer, and the mobilization of expertise and investment to support sustainable development. Water and energy have been central themes throughout Dr. Shahin's career. He has participated in the planning, design, implementation, and evaluation of major water and renewable energy projects, including projects aimed at expanding agricultural land through modern irrigation technologies and improving water-use efficiency. He has also contributed to strategic seawater desalination initiatives and the integration of renewable energy into water systems, reflecting his broader interest in the Water-Energy-Food nexus and resource security. Before his current senior government and advisory roles, Dr. Shahin built extensive practical experience in renewable energy, water management, irrigation, and sustainable technologies. In 2014, he co-founded GrEneCo Team, a company specialized in renewable energy and water management solutions. The company developed and implemented turnkey solar energy and water solutions for households, agricultural applications, rural communities, institutions, and businesses. Its work included the deployment of solar energy systems across Egypt and large-scale solar-powered water-pumping solutions for the agricultural sector, contributing to improved access to clean energy, agricultural productivity, environmental protection, and quality of life in rural communities. His academic background reflects the multidisciplinary nature of his professional career. Dr. Shahin holds a PhD in Renewable Energy Engineering, with research focused on the design, optimization, and performance of solar energy systems for water-pumping applications in rural and off-grid communities. He also holds a Master of Science degree focused on the simulation and engineering treatment of iron concentration reduction in groundwater for irrigation in arid and semi-arid regions. In addition, he successfully completed a Doctorate of Business Administration (DBA) at the Arab Academy for Management, Banking and Financial Sciences (AAMBFS), Egypt, in August 2025. This combination of engineering, renewable energy, and business administration has enabled him to integrate technical analysis with strategic management, organizational development, and policy-oriented decision-making. Dr. Shahin has participated in international academic and professional programs in renewable energy, energy storage, innovation, intellectual property, and sustainable development, including programs held in Norway, the United States, Germany, and the Netherlands. These experiences have strengthened his exposure to international best practices and emerging technologies and have contributed to his ability to work effectively in multicultural and international environments. His contribution to research and innovation complements his practical and governmental experience. He has published research related to renewable energy, energy efficiency, water treatment, and sustainable technologies, and has served as a peer reviewer for international scientific journals. He also holds a patent for a sustainable treatment method for reducing iron concentrations in groundwater for irrigation purposes, with applications in agricultural development projects in Egypt. Dr. Shahin has also participated in consultations, project evaluations, arbitration, technical committees, and national initiatives related to sustainable development. His experience includes involvement in the evaluation of projects under Egypt's Smart Green Projects Initiative and participation in major national programs supporting climate action, sustainable infrastructure, and resource efficiency. Across his career, Dr. Shahin has developed a distinctive professional profile that combines government advisory, policy development, engineering expertise, project management, international cooperation, and institutional transformation.
