Engineer Zafer Mohammad Milhem is an Electrical (power) engineer. In January 2017, he was appointed the Chairman of the Palestinian Energy & Natural Resources Authority by the President of the State of Palestine. Engineer Zafer Milhem has held many energy-related official positions. In 1994, he worked as Electrical Engineer at the maintenance section at the Department of Projects, Dubai Municipality. In 1996, he returned to his homeland in Palestine and began working on rehabilitation and electrification projects at the projects department at the Palestinian Energy Authority (PEA). In 1999, he was appointed Project Technical Director of the Energy Efficiency Improvement & Greenhouse Reduction Project.
In 2010, he was assigned to establish the first regulatory institution in Palestine that became the Palestine Electricity Regulatory Council (PERC). In 2013, he became the Deputy Chairman of the Palestinian Energy Authority. Zafer Milhem has supervised many projects and energy-related initiatives in Palestine and abroad.
Eng. Zafer Milhem graduated from Kharkov Polytechnic Institute, Faculty of Power Engineering, in 1989, and earned a Master of Science in electrical engineering from the California State University of Sacramento in 1992.
